Sounds like you blew your head gasket and your spark is getting to wet to fire. try a compression test to see if your head gasket is still good.

P0038 typically indicates O2 sensor failure or possible grounding out if the cabling to it has failed. Start with that as it is easier to replace than all the plugs/coils etc. Reset the code and cross your fingers.

the icm, coil, and crank sensor all read off the opti. Chances are you have a bad optispark (distributor). I just went thru the same issue and found it to be the problem.

check your fuel pressure as well, you may have anissue with your fuel pump and or relay

It should never be bone dry. The coolant should be topped up to be between the marks. Did you read the Owner Manual?

Can vapor lock in the cooling system cause the engine to not spark and through off the camshaft sensor on a scanner in a 2001 dodge dakota sport 4.7 L v8 magnum manual transmission

No.
To begin with, there is no such thing as vapor lock in the cooling system. Vapor lock is when liquid gasoline vaporizes due to excessive heat. If the engine got hot enough to turn coolant into vapor the engine would seize up.

Yes they should interchange. Any auto salvage yard will have a parts interchange reference manual or software to confirm this.

2001 dodge dakota will not start

Sounds like a bad battery, or bad/loose connection there. After the battery is replaced, or disconnected, it will need a little bit to relearn how to idle.
