Generally, if a bulb has failed or is making only poor contact, the blink rate will increase since the standard blinker relay uses a thermal strip heated by current flow to the bulbs and when it is too low, it blinks rapidly and briefly.
You still have the front bulbs to check and maybe pulling the fuse for that circuit and plugging it back in might remove some corrosion from the blades.
The flasher relay is probably OK since this would affect both sides.

MY LEFT TURN SIGNAL WILL ONLY WORK INTERMITANTLY. FLASHERS WORK BULBS ARE GOOD. AND I HAVE CHANGED THE TURN SIGNAL SWITCH AND STILL HAVE THE SAME PROBLEM. THIS IS ON A 1999 JEEP GRANDE CHEROKEE LIMITED

It could be your clock sensor, or (Also known as) steering squib, it is located in the steering wheel, it can also cause intermittent air bag light warning, cruise control, radio control malfunction of steering wheel controls. It can also cause the horn not to work. If you have any of the other symptoms I would suggest this is your problem.

Left directional light intermittent to plain out...

I was once a fleet manager with many Jeep Grand Cherokees 1999-2002. We had TREMENDOUS problem with REAR tailight housings. It seem the tailight/signal/back-up light circuitry is embedded in the plasticx of the housing. NO WAY to repair. Replaced with a new one from Jeep. Problem gone. ( at least until the other side went bad ) Not a guarranty, but it's a good chance it has the same problem.
