Engine idles up, down and low while under 1000 rpm

My 1991 caddilac sedan deville idles really low while under 1000 rpm, even lower while in drive and acts as if it is going to stall and somtimes does. this behavior happens most of the time and somtimes it stalls. the engine accelerates fine. i notice while in park it idles low then maybe a little high and low again smootly not roughly. somtimes if the accelerator is pressed lightly and let off quickly while in drive it will rev up and come down extremely low to almost shut off sometime shutting off.

It is the ISC motor, (Idle Speed Control) it costs around $30.00 and can be found at most automotive stores. If standing in front of car looking at engine, it is located near the front towards the left. Your throttle cable is connected to it. There are four small screws that hold it to a bracket, pay attention to the rod with a small dial type wheel sticking out the end and you will see it go in and out of that motor casing. Your's is sticking. replace that and you should be good to go.

After Service when you drive and slow down to stop when refs fall under 1000 rpm the oil warning light come on. When driving light goes off stay off

The chance is good that the oil was replace with thin oil. If the car idles lower than it did before the service it can also be the cause and need to be adjusted to higher rpm. No immediate damage to the engine forseen but need to be rectified asp especially if the car is going to idle frequently or for extended periods.

Rpm does not drop below 1000

No,only on carburated engines it,idles down to the set point,on yours,it's fuel injected, pushing gas pedal won't kick idle down, should go down after a certain amount of time, does it automatically,If you start and drive a 5 mile ride and stop at a stop sign,it should idle at it's set point if there's no engine problems, which may be.5 to .7 on your tac. When you normally first start,it will idle between 1000 to 1200 rpm's,don't push on gas,let idle say 15 seconds, put in drive and go.

How to fix code e98 1991 deville

Probably two different issues.

The code is saying the computer sees the engine RPM is too high when shifting between park neutral and drive.
The rough idle would be something else.

1991 Chevy Caprice has a mild miss fire and stall at low rpm: This is my latest update: I checked and cleaned the EGR,PCV,IAC valve, M.A.P sensor and Throttle body(bore/butterfly). with carb cleaner....

Do you have the idle speed turned up to keep it from dying? Because it is high. Check engine light on? Have you checked for vacuum leaks at the gasket under the throttle body? How does the car run under acceleration? You might have a worn distributor shaft.
