Yes, there are two timing marks, one on the crank gear, and one on the cam gear. The crank gear mark needs to be at the top, and the cam gear mark needs to be at the bottom (lined up w. one another).

Timing chain bolts to 10 N·m (89 lb in).
Chain guide plug to 90 N·m (66 lb ft).
Timing chain upper guide bolts to 10 N·m (89 lb in).
Timing chain tensioner to 75 N·m (55 lb ft).
Camshaft bolts to 85 N·m (63 lb ft) plus 30 degrees.

The 1989 pontiac Firebird has both the 2.8 and a 3.8 engine.The 3.8 engine a DIS (direct ignition system) Had no distributor. The timing was preset and controlled by the computer system. BACK IN 1989 BEFORE YOU TIME THE CAR YOU HAD TO PUT IN BYPASS MODE THE ELECTRONIC SPARK TIMING.FIRST THING YOU DO IS WITH ENGINE OFF.CONNECT THE PICK UP LEAD OF AN INDUCTIVE TIMING LIGHT TO THE NUMBER 1 SPARK PLUG WIRE CONNECT TIMING LIGHT CABLES TO THE BATTERY POST.TIMING LIGHT CABLES ARE COLOR CODES RED CABLE FOR BATTERY POSITIVE BLACK CABLE BATTERY NEGATIVE CABLE.RUN ENGINE UNTIL ITS OPERATING TEMPERATURE.LOOK UNDER HOOD ON RADIATOR TOP SUPPORT FOR TIMING SPECS.YOU WILL NEED A TACH METER FOR SET IDLE SPEED. WHEN YOU ADJUST TIMING.OKAY WHEN ENGINE GET WARM ENOUGH.BESURE HOOK UP TACH METER WHEN YOU HOOK UP TIMING LIGHT.WHILE ENGINE RUNNING GROUND THE DIAGNOSTIC TERMINAL UNDER THE DASH. All that was done (entry to left), well under power, the Formula is no good. Timing was set per lable under hood and looked good, on the road no power, had to set timing approx 20 degrees prior to TDC to...

the sound of what you explained is more that the timing is 180 degrees out... that would explain the no power on the road.... it would also allow the timing marks to line up.... hope this helps
