Truck will not crank
Relay is opening and closing...short circuit some where . You need to find out what circuit is controlled by relay and find out why it is shorting.
I know this is an old post but this is happening to my truck to, ford expedition 2003, after swapping the relays i can get it to work but now is happening more often about once a week, sometimes i have to swamp several times until it starts. Any suggestions?
I changed the first one on the top right, felt little hot, paid 20 dls for a new one in orellys and now is working like a charm. Will advice getting 1 or 2 extra to be safe just in case

try changing the ignition relay,or put your finger on each relay while the buzzing is going on,and find the one that is vibrating most ie..(buzzing!!!)

try swapping the starter relay withj the horn relay. If this works, replace the relay. If this doesn't work, please get back to me.
