Hey John, not a bad start ,your on the right track there are special fillers for over the plastic you can buy that stay flexable most regular body fillers are not flexable, do a search for plastic bumper repair kits and im sure you will find one and there not very costly, and there is a rubberized primer for the bumper so paint will stick and not peal off you can get that at most part stores.
automotive paints require a good clean and well prepared surface like light waterpaper sanding to remove any oily or fatty resedu and the correct undercoat before applying a new coatings otherwise it will not last chipping or peeling will occur.

(And plastic headlights) Melt everything back together with a single quick swipe or spray of mild enamel or lacquer thinner with 2 to 5% lacquer or enamel clear. Even clear nail polish in 95% thinner can restore some shine, but you can't keep rubbing, it will all soften into a total mess. If you don't want to pay a shop to re-clear or paint your car, just buy a can of clear glossy spray and spray it into a jar and mix a ton of thinner into it. Dab a rag into it and apply it on a hidden part of your paint.

U can paint them, u must use a special paint that is flexiable and designed for plastic trim, u must also buy a special cleaning and prep cleaner that removes all dirt and oil residue , if u don't follow the instructions exactly the paint will come off very quickly, for information on the products u need contact an autmotive paint supply store, body shops can give you the name of a good one in your area, u can also order from several firms on line, just do a google search
This is spotting from the plastic they use to protect the paint!!! Ha when they apply the plastic it sometimes has air trapped under plastic a bit like a bubble under tape, the sun bakes the gases out of the plastic and it stains the darker painted cars. Good luck and tell them this when they try to blow u off.
