SOURCE: dodge cummins won't start, fuel reaching injector pump but no fuel coming out of injector pump.
You said you have fuel flowing from the inlet line of the injection pump? But not at the injector lines?

You need to loosen three (1,3, and 5 are the easiest to get to) of the injector lines at the cylinder head with a 19 mm wrench. Have someone crank the motor until you see fuel come out. Immediately start to tighten the lines, while the motor is still cranking. The motor will start to catch as the lines get tightened. Let it run a few minutes to eliminate the rest of the air.
I've had to do this several times on my 99 Ram because of a messed up sending unit telling me I still had a half tank.

there is air in the fuel line causing the fuel not get to the injectors. you will have to open the fuel ine AT the injectors to bleed out the air while someone turns the key as if starting the car.
