There are actually 2 horns. Are they BOTH not working? If so, the problem is most likely not the horn itself. The service information for your vehicle only states that they are located in the right front engine compartment. It is common for Ford to bolt them to the radiator support in front of the right side battery. I have also seen a few where you must remove the front grille to get to them (also usually bolted to the FRONT side of the radiator support).

The horn fuse for this 2002 ford f150 is located in the engine compartment fuse/relay box , heres a diagram of that box , i circled the fuse for the horn, it is in location f1.7. hope this is helpful. also you may want to check the horn relay thats also located in the same box and i circled that also. have a good day.
There is the actual horn located in front of the radiator on the support.
I would also check the horn relay. You want to make sure that when depressing the horn button you are getting 12 volts to the horn, but it needs to go to the relay first.

The horn is usually between the radiator and grill Assembly. The fuse is in fuse panel under the dash on the drivers side. Look at the lid and it shows the fuse placement and there use.
Check the horn relay, it is located under the dash near the fuse box. I believe it is on a white box. You may need to purchase a new relay or there could be a problem with the horn button in the steering wheel/column. Check relay first.
