I'd probably remove intake manifold, then get the piece out, so you don't have to worry about junk getting into the engine.
If that is a pipe thread in the manifold, then it should be easy. You may have to dress up the threads. They have fittings that have a pipe thread on one end and a hose fitting on it, then use heater hose from one fitting to the next. In the olds days the didn't have that metal tubing, they just had heater hoses.
In the past, I have removed stuck fitting from aluminum head. I got it out but I tore up the threads, I don't remember how I fixed it, too many years ago.
Of course I can't see anything from here. Use your best judgement.

If you had a welder you could slide the bolt into the hole tack weld it on and that tap lightly with a hammer and turn it out with the bolt. You want the bolt to be 3 or 4 inches long and just slide in one weld on each side and you should get it to come out.

never seen a blazer in my life here in spain ,check it out again ,because it sounds like it could be the the pick up of warm air for the air intake in the winter and the water is leaking somewhere else and running down this pipe causing you a slight bit of confusion

if there is enough pipe left sticking out you can saw off the jagged end and jubilee clip/circlip the hose back onto the pipe, if the pipe is very smooth then sand it with sandpaper to give the pipe something to grip onto when you tighten the clip.

if your rubber hoses are cracked and leaking then replace the hoses with proper size and length.
if the hoses are leaking where they connect to the metal fittings from the heater core then try and tighten up the hose clamps -- they could just be loose.

there is a small metal radiator, called a heater core, which sits inside the car. air is blown over it to provide heat inside the car. it is connected to the cooling jacket of the engine by two rubber hoses, one to bring hot coolant in and the other to return warm coolant back. either you have a leak in the core or a heater hose, from your description i cannot tell which. if it is a hose it will be a very cheap part to replace and a short bit of labor. if it is the core it will be much more expensive. i would find someone who knows the difference to take a look at it, probably not a good idea to drive it in its current condition. if it is a bad core, a short pipe can be put in place between the hoses to take the place of the leaking core until you can get it fixed. abot 90% of all the jeeps i ever rode in had this as a permanent fix for a leaking core but it is very cold in the winter.
