The ELC Fuse should be in the trunk fuse block. There are 2 fuses for the system located in the Trunk Fuse Block. They are a Electronic Suspension Control 30 AMP Fuse & an Ign-0 Body fuse.

The pump is back under the rear of car, but by now, the shocks are sure to be leaking, which causes the pump to run too much burning it up. Best fix is to replace rear shocks with coils and dump the self leveling feature, or prepare to pay big bucks to replace most components.
Cadillac Northstar owners to those whose vehicle is overheating .My 99 Deville was overheating turns out it was Catalytic Converter.Dont rely on PCM for code.If the Cat converter gets plugged up the heat will not get past converter it will back up into engine block causing overheating.My deville ran at between 190 & 201 degrees this morning.If you have a misfire the unburnt fuel goes into Converter and causes damage to converter (blockage).Alot of people overlook converter when overheating happens.
It will run about the same, there is a good web site we deal with that sells conversion kits or the air components needed to repair your car, we use them all the time. There pricing is good and also have all parts needed. Your car may just need air bags, but have run into many cars that the air bags had been leaking for a while and were left not repaired causing the air compressor to run so much that it overheated and cooked the compressor and relay.This is hard to say on yours without looking at it. if the air shocks air leaking then you will need to start with that and then if the car does not lift then you will need to check the fuse and relay, if there are good or replaced and still no air is made then compressor will need replacing. http://www.arnottindustries.com/part_CADILLAC_Air_Suspension_Parts_yid6_pid35.htmlthe compressor is 175.00 and the two shocks are 275.00. 1. check the fuses on board, if the fuses are ok see point 2.
2. with an multimeter check for 12 volt on the pump, 12 volt exist ?!.The pump are damage, if no see next point. 3. You must check the wire bee twin pump and board. On board you have an connector may be dry joints
