I bought a 1999 Cadillac Eldorado with 18,000 miles from aprivate owner last year. Everything going well except recently I have an annoying noise that sound like water running through a pipe and it seems to be coming from drivers door. With the windows up if I push down on the button for the window it stops for a second. Sometime when I excelorate it stops for a second. Otherwise the sound is constant. Have you ever heard of this problem?
If this sound is there only when the car is moving, probably an air leak or loose/plugged cabin exhaust vent.
Could be cabin air leakage past the rubber seals around the door - check for gaps. While you are at it, there should be a vent on the door post that is meant to relieve excessive air pressure in the cabin (your HVAC system fan is always running when the car is running). If the vent is not allowing air to pass through freely from the passenger compartment, or there is something loose behind the vent, that could also make a noise.

I have the same problem. The gear in the motor is stripped in one or two spots. When it starts clicking when going up or down I just help it along by pushing or pulling the window up or down to get it past the broken area on the gear.

U ARE GOING TO HAVE TO REMOVE THE PANEL AND REPAIR THE BROKEN PANEL RETAINERS. THE PARTS ARE VERY CHEAP.
SOURCE: need directions to remove driver door interior panel 1997 deville
On the inside trim, you can remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you'll need to manipulate the panel and disconnect the door handle linkage from the door handle and disconnect the wiring for your controls
