Where do you find Diagram on 1999 Mercury Cougar blower motor resistor switch? i cant find it on the car?

Internal blower motor short, check this and ground connections.

SECTION 412-02: Heating and Ventilation 1999 Cougar Workshop Manual REMOVAL AND INSTALLATION Procedure revision date: 02/8/2001 Blower Motor Removal

1. Remove the footwell upper trim panel (passenger side).
   • Remove the pushpins.

1. Remove the blower motor.
   1. Disconnect the electrical connector.
   1. Lift the securing tab, turn the motor approximately 30 degrees counter-clockwise and remove the motor.

Installation

1. NOTE: Engage the securing tab for the blower motor.
   

If it has power you need to confirm if it has a good ground. If it does it may be a defective motor. If not it may just need a blower resistor or have a wiring problem.

Make sure you contact a Mercury Dealer or Ford Dealer and run your vehicle ID number to see if it has a recall on the blower switch. I worked for Ford for years and I think I remember that vehicle having a blower switch and or relay recall. Some of these recalls did not expire and if that is the case it would not cost you anything to have this done. Good luck, hope this helped

Use the diagram at the link below. First check fuses 23 and 37. If good, pull out the blower relay and probe the relay socket with a voltmeter or test light. Turn the key on and turn the blower switch to high. There should be two hot terminals in the relay socket. If good, move your red lead to battery positive and probe the other two terminals. One should be solid ground and the other should show a few volts. If all good, push the relay back in to see if it clicks. If it clicks, move to the blower motor connector. Put your black lead to chassis lead to ground and probe the terminal with the purple wire. It should be hot. If yes, the problem is at the switch. Verify that yhe switch is getting ground on the black wire at the control head connector.

If you do a voltage check right at the motor you'll know for sure. I usually use my test light or multimeter and poke into wires at motor. If no voltage, start back-tracking which usually means resistor next. If you have 12 volts going to motor & it's not spinning, then I'd be pulling motor. You can manufacture a set of jumper wires to motor connector, and use a 12 volt cordless battery to test motor if you know how.

remove the trim panel below the glove box and you will see the blower motor,just to the left of it you will see a 4 wire connector plugged into the case. This is the blower motor resistor,this is what you need to replace.

I had this exact problem, it is probably your Blower Motor Resistor. It is located under/behind your glovebox, one screw holds it in. Not too expensive either. If that doesn't work it may be your blower motor. Good Luck!
