1998 Cadillac Catera dash lights not working

Increasing the fuse amperage, not a good idea. Will eventually burn up your wiring. There must be a short somewhere. May have to pull dash cluster out and look for any burnt areas. If it is blowing a fuse that is supposed to handle 3 times the juice it should be visible. Having to look is the problem.

I dont know which fuse is for the fuel pump relay

Which fuel pump relay fuse are you looking for? The primary relay fuse or the secondary relay fuse?
The Primary fuse is fuse #13 (10 Amp) located in the junction block.
The secondary fuse is fuse "G" (40 Amp) in the underhood fuse and relay center.

BOTH of these fuses can be checked by checking for power at the relay. If the relay has power where it is supposed to have power, then the fuses are not blown - there would be no need in this case to actually locate the fuses.
