The fluid is like that because it is frothing up from a faulty control valve probably in the pump. you can change the oil but I do not think that will fix your problem. Take it to an accredited steering specialist shop and have it pressure tested
how did the oil cap fall off and not get lost? check that the cap doesnt fall off again. if you didnt drive with an engine empty of oil, then everything will be fine.

as this engine has a common rail fuel injection system the fault is the injectors.One of those are faulty.its probebly the solinoid on top of the injector at fault.Not opening the injector on time,The OBC gives out this signal to do so.
