The wiper arms are a "friction fit" on the wiper linkage studs.
Remove the cap from the end of each wiper arm, remove the retaining nut, carefully pry the wiper arm off of the stud. Clean out the inside of the arm hole and also clean up the stud. Position the arm back in to proper place on the wiper arm "park" stands and the linkage stud. Put the nut back on the stud and tighten down.
This should solve your problem.
