check the nut at the base of the wiper arm . There is a splined taper on the end of the wiper arm shaft and if this is loose then the arm shaft moves but it turns inside the base of the wiper arm.
Your wiper arm is worn out. You need to buy a new one. Make sure you get a Volvo OEM replacement as the after market ones are junk. The springs wear out after a while resulting in loss of contact with the windshield.
IF THE PASSANGER WIPER IS WORKING THE NUT HOLDING THE DRIVER WIPER ARM MIGHT BE LOOSE.
AT THE BASE OF THE ARM THERE IS A CAP ABOVE THE NUT TAKE OFF THE CAP AND CHECK TO SEE IF LOOSE
I assume that the drivers side is working perfectly and only the passanger side has a shorteded erattic sweep . It will be either a loose locking nut on the wiper arm (on spindle) or unusually a faulty crank arm (weld) on the underside of the wiper spindle . Good luck
The bolt that holds the wiper on is loose. There is a little plastic cap at the other end of the wiper arm, the side away from the wiper blade. Remove the cap and tighten the bolt. That should get it going again.
Sounds like you need two new wiper motors. I beliveve the gearing inside the motors are worn out and now theres alot of play in them. Try wiggling the wipers with you hands and see if you can feel any up or down / side to side movement.
1) Remove the driver side wiper (arm & blade). 2) Start the car and turn on the wipers. 3) When the passenger wiper is straight up and down .. turn off the car. This leaves the wiper in position. 4) Re-install the drivers side wiper and put it back on so its position is the same as the passenger - making them parallel
