P1516 Throttle Actuator Control (TAC)
Chevrolet Tahoe vehicles may experience a performance issue where they
will not go over 15MPH. The vehicle may appear to be in "limp-in" mode,
giving just enough power to get you to a shop. The
codes indicate a problem with the throttle position sensor circuits and
throttle actuator performance. Do NOT start replacing parts. Shops
report a pattern failure in the electrical harness to these sensors.
Chevrolet has issued a revised replacement harness to correct the
problem. The original connector was prone to vibration and broken wires
that disrupted the signal to the PCM and put the vehicle into reduced
power mode.

both codes refer to the throttle position sensor, the sensor is at the throttle plate, on the side of the throttle body. to test remove the connector to sensor, use a ohms meter to test. put 1 lead to top connection and the other to the bottom one. move throttle and the needles on the ohms meter should move very even, move throttle slow to get a good reading, needle should move without no hesitation, if the test is bad replace tps sensor. if the sensor gets to bad, it can have an effect on transmission shifting. after fixing sensor have the light turned of with an obd2 scanner.

Fuse block under the hood. Driver's side, under the brake master cylinder. Number 18. TCB#2. Replace the fuse.
There is an under-engineered ground in the reverse circuit. If you back up with the dome lights on, it could blow that fuse. There should be some extra fuses under the cover of the fuse block.
