First things first, if you can not turn the key lock past ACC you are not doing anything with the starter. The problem with the lock must be in the lock or the linkage connected to it. The price for the starter may be fair depending on where it is coming from. You have to be able to turn the key to the start position before anything happens with the starter.
Either fuel is dripping into cylinder after the ign is turned off or you have carbon built up on the valves or plugs and it it hot and ignites the air fuel mix when you turn ign off pull spark plugs and inspect.
If the ignition lock cylinder hasn't broken internally, try this:
grasp the steering wheel. Apply turning pressure (like trying to turn the wheel) while turning the key. Key should turn. If not, your ignition lock cylinder may be defective.
put the key in the drivers door lock and lock and unlock it three times. make sure all door, hood and trunk are completely closed before doing this.

This will happen if the steering wheel is locked in a sharply turned position. Try forcing the steering wheel in each direction while simultaneously attempting to turn the key.
