Car won't start

If you cannot hear the starter motor, check fuses, there can be a broken contact to motor or ignition barrel faulty.

Will not start

It seems that something was burned out trying to make the starter turn. The problem could be the starter and/or the solenoid.

Go to youtube and enter, "how to check a starter" you may have to remove it to check it. I could tell you how. But it is better if you see how it's done for yourself. Also check the fuses.

Okay I have a 2002 Dodge stratus and recently the car just died out. So after gettin a tune up another problem occured where I had to replace the starter. Now with new spark plugs and a new starter the car...

I don't think the key has anything to do with it. Spray a little staring fluid in the throttle body while someone tries to start it. if it fires off, spray a small amount in it to keep it running. if it stops you know you have an issue with a fuel filter / pump or fuel regulator. Main thing is to be sure the gas is getting up to the engine.

My car starts w/out key. When I put my batterie (new) in it. Trys starting over and over I started it and it stared but still the starter keeps firing. Also the batterie conecter seems to be magnatizing...

This sounds like something is amok in the starter, disconnect the small wires and test again with the battery hooked up. IF still an issue, replace the starter, if the starter not activated, check wiring to the starter soleniod for faults or crossed wires.

I replaced the engine in my 98 a4 quattro, got it put together and the engine wont turn over. Are there any theft lockout devices programmed into the ecu to keep it from firing? if so, can they be bypassed...

I don't think there is a immobilizer on that car. Even if there was it has nothing to do with an engine swap. Bad or missing ground to the engine block or miss plugged electrical connector. Are you getting voltage to the starter? How about the starter relay?
