It can disable the starter and/or the injectors/fuel. There are ways to bypass these systems. You can do it yourself too. Ive personally done dozens of these bypasses, and they work great. Good luck

SOURCE: I am looking for a 1999 Chevrolet Cavalier manual.

here is the reset procedure, if it doesn' work u have a fault in the system and need dealer help to diagnose.

PASSKEY LOCKOUT RESET GM CARS 1999 UP
1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the PASSKEY system to recognize your key.

SOURCE: 2000 Cavalier will not start due to anti theft wire

NO, you will need to have Mr. Chop Shop fix it, or take it to a real mechanic and send him the bill.

It is probably not the anti theft system if it cranks over fast then slow it is your timing chain. If you want to try resetting the anti theft system disconnect the battery cables for 24 hours and reconnect them.

2006 gxp wont start due to anti theft system what to do?

You can't reset it yourself. It takes a scanner at your Local Dealership to do it. People do it, (new battery or dead battery) everyday unaware that doing so can and usually does, arm the theft system and either kills the radio or the whole car. To me it's just another built-in defect that requires dealer assistance. It's a buzz kill I know, and it probably won't be long until car owners won't even have access to the engine compartment. They will need your VIN, and then they call HQ to get the code for your radio, which will also bring your whole car back to life.

I changed engines from a 1996 chevy cavalier to a 1997 cavalier,i don't get any gas or fire won't start

These cars were made with an anti theft security system. If you swapped motors, you may have interupted that system causing the the security to turn off the ijector fuel. Just a thought.

Replaced ignition switch in 1999 chevy cavaliar rs, anti-theft light comes on and stays on and won't allow car to start and remain on or run

You have to do a relearn procedure on the anti-theft system:

Attempt to start the vehicle. Leave the ignition on until the THEFT SYSTEM indicator turns off (about 10 minutes). Turn the ignition switch off. Leave the ignition switch off with key in for about 10 minutes. Attempt to start vehicle.
