The right turn signal probably blinks nearly 4 times per second compared to 2 or less for the left turn signal. I changed out the front and rear right side turn signal bulbs, but problem still exists. Is there a flasher module in this vehicle that controls turn signal speed or is it controlled strictly by the bulb itself?

I had the same problem. It was a defective lamp socket on the driver's left side, Volvo Part Number 8662985. Costs me $11.24 to replace the lamp socket, which included the bulb. If you've already replaced the bulbs yourself, you will find replacing the socket pretty easy, just use a thin flathead screwdriver to delicately pry off the metal retainer clip which holds the lamp socket in place, as you'll need to reinstall the existing metal retainer clip once you've replaced the lamp socket. Two minute job.
There is probably a flasher relay under the drivers side dash. turn on the turn signal and listen under the dash you should be able to here is click that way you can find it. make sure you don't have any turn signal bulbs out first as this is usually the cause.
