I hear the wiper motor but the wipers arent moving whats wrong?
There's a few things that could be wrong. The wiper motor may be turning but the gears inside of the wiper arms may be stripped. This will require replacing the wiper module with the motor and gears together (mechanic would be the best option).
Another possibility is that a nut came loose that holds the wiper motor output to the wiper arms, causing the wipers to not move.

I had a similar problem. Sometimes when I hit the mist button the wipers would stop part way through the cycle and some how my gauge fuse was constantly blowing. Recently the windshields stopped moving at all and the windshield wiper fuse would blow the second I tried to put a new fuse in when I tried to start the car (as soon as power went to the motor.) I was told to disconnect the power supply to the windshield wiper motor and put a new fuse in and then start the car. If the fuse still blew then it was the wiring that was causing the problem if not then it was the wiper motor. Luckily the fuse didn't blow meaning it was the motor. I called around and schucks was selling a rebuilt motor for just under $60. You get something like $7 off if you bring in the old motor. I took out the old motor myself (one bolt holds the bar that goes to the wipers was very hard to get out, and three bolts hold the motor to the frame, the bottom one was very hard to get to and take off yet alone put back on.) Now none of my fuses are blowing, but the mist button still has the same issue (probably still something wrong with the wiring, but I can live with it.)
Also before I got the car I guess the rear window defroster would blow fuses and sometimes the dome light would stay on. It was disconnected and the fuse removed before I got the car, so I haven't had rear window defrosters for over five years (could be worse.)
