You already asked this question, and it was answered pretty accurately previously. Here is the Volvo bulletin on this SRS (airbag) fault code.
Look at the two pin connector under the passenger seat. Remove the center console and checked the SRS control module plug . Measure the resistance between pin 37 & 38 of the control module and 1 & 2 of the plug under the seat.

Definition:
Left SIPS Bag. Faulty Signal
Description:
Diagnostic trouble code (DTC) SRS-013D is stored if the control module registers that the resistance is too high in the ignition circuit. The SRS indicator lamp is lit.
Cause:
Open-circuit in the cable or contact resistance in the connectors between the SIPS airbag and the SRS control module.
Open-circuit in the SIPS airbag (resistance too low in the igniter).
***WARNING*** working on the SRS is dangerous if procedure is not followed exactly. Read this carefully: Electrical Air Bag SRS, and follow it to the letter. Depending on year your reset procedure for the SRS may vary, either by using the diagnostic connection under the hood or by using a jumper wire on the SRS test connection in the main electrical distribution block behind the ashtray.
2-3-2 is the OBD1 code for Incorrect Mixture Ratio: The system has compensated swiftly by additive computation and is at adaptive limit (too rich, check fuel pressure regulator and its vacuum connection to start). The other code (2-3-1) means multiplicative adaptation has taken place at idle (slow adaptation) and is at limit. Both codes usually indicate the oxygen sensor is no longer doing its job or there are major vacuum leaks in the system, usually near the intake manifold or throttle body.
If the SRS light is on it means that a problem with the SRS has been detected and an error code has been stored in the relevant computer modules. If there is no fault the SRS light will go off after disconnecting battery terminals for five minutes (make sure you have stereo code if needed). Most of the times the light cannot be reset unless the fault causing the problem is fied (e.g. defective SRS sensor). The best thing to do is a code scanning that will also reset the light, followed with troubleshooting and repair of the problem that is triggering the SRS warning.
