Inherited this car 98 Cadillac DeVille base model.. For over a year kept getting intermittent battery not charging on dash. Took it to Cadillac dealer and they told me is was either the battery or alternator. Went to Auto Zone they used a hand held reader and said the alternator was good it must be the battery. I replaced the battery and started getting the battery not charging again and after driving it a couple of times now getting High voltage reading that continues after starting.I had a friend put in a tested used alternator and am still getting high voltage reading. Sometimes as high as 16.4 volts and dropping down to 15.9. some times it stays at 15.9 and other times it fluctuates 14- 13- volts.Yesterday I went out with a voltmeter turned the car on dash said high voltage 16.4 volts. I read the battery voltage and it was 16.1 volts.I talked to a man at a local used auto parts business who told me to measure the voltage coming off the alternator and it should be 14v.-14.9v.. He said it may be the used alternator with internal voltage regulator is not working properly..I can pay another $63.00 and have another shop put it on computer and tell me exactly what is wrong with it ,which is what I thought I was paying the Cadillac Dealership $173.00 to do.Or I can buy a brand new alternator $98.00 online. Dose this sound right ? What should I do or check?

This indicates a short on the main wires from the alternator. Probably going to the battery or the wrong size battery. I assume you don't believe it is charging because the battery keeps going dead. This is most likely a problem with a short on a wiring harness. While the vehicle is running check the voltage at the battery. If you aren't getting at between 14 and 18 volts while the vehicle is running you have a short between the alternator and the battery on the harness. if you have that voltage then the problem is a short draining the battery.
