Do you mean remove the dash data, or remove dash device? Clear dash data you can use Digimaster 3 or digiprog 3. Remove dash device you need other tool.

Disconnecting the battery cable while the vehicle is running is a no no ! The electronic's on your vehicle , you can cause some serious problem's doing that . That was ok on 1960 era vehicles , from 1970 on with all the transistors in the electronic control modules ,you don't want to do that . Theres many holes on the fire wall for the wires to come through from the engine to behind the dashboard, one could be missing the rubber around it or one could be missing, also you may likely have a leak on your windshield, you can get some black silicone and patch it with it, same for the dashboard.
The instrument cluster in this van is really a computer display and it has malfunctioned. This is a common complaint on this van and you must remove the cluster and have it rebuilt to cure the problems. Check the WEB for repair sources. They can also provide complete instructions on removal free of charge.
This is task for an auto electrician but you could check the wiring connection on the column possible only earth wire is disconnected. Especially if the horn doesn't operate as well. Allan

No - the worst electrical problem that the headlamp harness could cause is to short itself to ground somehow (bare wire, unplugged & turned on, etc), which would blow the headlight fuse. However, dashboard problems can cause headlight problems, since the headlight switch is located in the dash. The common point between the headlight problems, dashboard problems, and "electrical problems" would be the under-dash wiring and/or wiring harness from ECC (Engine Control Computer, aka "the car's computer) to the dashboard - check here first for grounding/shorting problems, or water leaking out of the in-dash vents onto a wiring harness.
