All you need to do is visibly inspect the fuses. When you're looking at them while they are plugged in the part you see will have a number and a wire going across from side to side. If the wire is not connected the fuse is bad. This applies to any of the fuses for your vehicle. That is the easiest way to find a bad fuse. Otherwise you will need to take a continuity tester (most electrical testers have one on them) and check for continuity between the two terminals sticking out the fuse. If you DON'T have continuity, the fuse needs replaced.

The wiper arms are a "friction fit" on the wiper linkage studs.
Remove the cap from the end of each wiper arm, remove the retaining nut, carefully pry the wiper arm off of the stud. Clean out the inside of the arm hole and also clean up the stud. Position the arm back in to proper place on the wiper arm "park" stands and the linkage stud. Put the nut back on the stud and tighten down.
This should solve your problem.

A possable culprit may be your High / Low or dimmer switch. All the power to your lights are controled through that switch.
Testimonial: "It appears that is the problem, the book says to remove the steering wheel to remove the switch. I broke the wheel and now I'm in deep Do Do."
