Its probably the kickdown cable look under the hood its the cable that runs next to the throttle cable see if there's alot of slack or if its too tight and not letting it release all the way.

SOURCE: my check engine light came on 2003 dodge dakota

This code is normally caused by a loose gas cap or a bad EGR valve. It is the code for the evap system on your truck. You can go to autozone and they will clear the code for you if you can not do it yourself. You may need to replace the gas cap and or the EGR valve if the code comes back up, these are normally one time things due to the cap not being fully tightened.

SOURCE: 2000 Dodge Dakota vibration while driving

sound like the u-joints in the driveshaft. Lay under the truck and where the u-joints are try moving the driveshaft up and down. If it moves then the u-joints are bed. This will cause a tremendous vibration under a load and the faster it spins it will smooth out.

Well code 1682 is brand specific which means it has a different meaning for each brand.
The only thing I have on a Dodge product is a problem with the throttle sensor. It is more often a problem with diesel trucks but could also include gas engines.
You may want to check with the dealer or do some online research for the code to get more info.
I would doubt the code would keep an engine from starting.

My 2000 dodge dakota acts like its running out of gas but its got gas

I'd bet it is out of gas - at the engine Have the fuel pressure tested. It is crucial to maintain high fuel pressure at the engine's fuel injectors.
You could try a new fuel filter, and see if that helps.

2001 Dodge Dakota 4WD Quad Cab: engine RPM's too high/jumpy

could be a lot of things. I personally would start with your vacuum lines... check for a leak somewhere. You can do that by spraying carb cleaner (if motor tries to die, you found your leak), or it could be a sensor, likely idle air control, mas air, etc.)
