When you start the car and the door open symbols light, the power windows and power trunk will not work. If you start the car and the door lights do not come on, all locks work.
You have a bad ground,or corroded wire somwhere ,also check to see if battery connections are tight an have no crystal like corrosion building up on the positive and negative connection's if so remove and clean with a wire brush, screw both ends, black and red into battery and make sure they are tight,Master Mechanic at Chevy dealer,me.
SOURCE: 1999 Grand Marquis remote control - no buttons work
10 year old remotes go bad often, especially due to moisture retention.
Testimonial: "Thank you, yes both(2) remotes are bad. I found a testing machine at a local auto parts store, even with new batteries the remotes do not send signal."

SOURCE: turn signals dont work brake lights dont work
You didn't mention your rear brake lights. If they don't work either then you probably have a bad light control module (LCM). This is a common problem with big Fords. You can buy a replacement part ($250) or have yours rebuilt (www.autoecu.com). The module is located under the dash to the right of the steering column and is fairly easy to replace.
Do the turn signals work? If not it may be the turn signal switch. The aftermarket parts are cheaper than a Ford factory part; check the guarantee before deciding.
Worse case scenario? You need both parts.
