excess mechanical drag from the pump can cause the belt to slip and squeal, but before focusing on the pump I'd check the condition, tension and alignment of the belt. I might even try cleaning all the pulleys with an aerosol brake cleaner and install a new belt, particularly if the current one has more than 50,000 miles on it. It might be that the squeal is coming from or caused by a different belt-driven accessory. A more typical noise from a power-steering pump is a high-pitched whine, not a squeal. Usually, if the steering wheel is stationary, meaning that the steering rack is not "asking" for assistance from the high-pressure fluid from the pump, there's little or no noise
This sounds like the power steering belt is slipping, this will cause a loud squeal, check all the belts and make sure they are good and tight, mostlikly its the power steering belt as the noise only happens when the wheel is turned.
The power steering pump is normally connected or driven by the engine with a V-belt. A loose belt can cause squealing as soon as the power steering come under load (e.g. steering left or right while stopped).
Check the tension on the V-belt directly connected to the power steering pump. This may need replacement.
Try turning the wheel when standing still with the engine running.
If it is tight check the obviouse, has the power steering belt come off. If not check if there is fluid in the steering pump resavour. If the belt is on and you have fluid you may have a bad pump.

The Power Steering Belt tension requires adjustment, to give it more tension, to cure the slipping, resulting in the squealing, or perhaps renewal, due to cracking or excessive wear.
