Lcd off I have a 2003 Range Rover and the radio works for 1 to 2 minutes then shuts off. My screen is also non responsive and blank. The backlight works as I see the screen glowing at night. During the 1 to 2 miutes all buttons and features seen to work.
I have a 03 range rover and I cant get any sound from my FM radio but everything else will work
Check you bluetooth module in left rear cargo area access panel.check connectors for bluish corrosion,also look for signs of dried water spots,possible water ingress onto entertainment modules

Will not start,,,,,as in, it won't crank over, or it will crank over and it does not fire up? Your radio could work, but it will not crank over if the battery connections are bad. Sometimes a little power will go through but when you put a big load on it, it fails. Anything else would be a lot of guessing, I would need more information of what it is actually doing.
No idea here to be honest i think you have two seperate problems here so firstly try entering the radio code as i think you have disconnected the battery ,now as for the non starting then look in the book that came with the vehicle and their should be a code for the key to reprogramme the immobilisor where you turn the key in the lock so many times to the left and right to release it and only these vehicles have this except some rovers which are now defunct as you no doubt know .
if the radio is not working then it's the Radio module located on the rear (tail) on the left. you need to replace that to have your radio back to normal. but before that try to remover the fuse and fix it back as sometimes it gets stuck internally..the fuse located in the glove box. open the led and read which fuse for the radio
I have experienced many electical demons with all my British cars. The nav units can and do fail. I had a goofy one this summer and the only way it got fixed was to replace it. The module not the head unit
If the radio is of the newer LCD variety and most of them are of this type the reason would be because behind the display are usually 3 small lamps /light bulbs used to backlight the display and they are probably all burnt out and need to be replaced. This job cannot be done by most people and best repaired by an electronic technician with a soldering tool.
Check the connections on the radio plugs behind and make sure the plugs are in properly.Put the radio on while it is out and move the wires around to see if there is a fault in the wires there , maybe they have rubbed through there and are causing a short circuit.
