Cigar lighter (power outlet) fuses in the Scion tC are the fuses #34 "CIG" (Cigarette lighter) and #37 "ACC SOCKET" (Power outlet) in the Instrument panel fuse box. It is a 15 Amp fuse.
Most gm fuse covers have the info identifying each fuse on them,or just use a test light and check every fuse in the boxes and replace any that are defective.
The fuse diagram should be o the cover of the fuse box.
Some versions of the 4Runner don't identify a cig fuse but usually it is included under the interior lights fuse. try that. If you are missing your cover or the diagram is unreadable, try google images with "1997 4runner fuse diagram" typed in.

The fuse box under the dash is where the Cig. Lighter fuse is. Remove the plastic cover from it and look on the inside, there is a diagram with the fuse number, name and location.

Check the lighter fuse, it is usually on it's own circuit and your owners manual should show which fuse it is. The adapter may also be bad for the GPS, see if the lighter will function and get hot.
I dont happen to have one of those diagrams, but if you pull the fuses one by one and replace the burnt ones you should be able to 1.) Identify what item is on what circuit (for the most part) and 2.) solve your original problem with your cigarette lighter. Hope this gives you some direction. Thanks for Using FixYa!
