SOURCE: Parking brake stuck on a 1990 Buick LeSabre
I live in snow country and have had the same thing happen. In my case it was the cable that hug up. It got corroded with road salt and water and when applied froze in that position. Also a frayed cable will hang up in the sheathing. I don't think the spring is bad as the peddle did come back. Good luck.

it is possible but its also possible you have a wheel speed sensor acting up. you would have to have it scanned for codes

I can't tell you what will happen from removing that fuse from the block but i would suggest checking the fluid level. Low fluid level will turn on the same light as having the parking brake on. Also are you sure the pedal is fully coming up? If a emergency brake cable is broken the pedal assembly won't return up regardless of how many times you pull the release, leaving the buzzer and indicator on. Try pulling up on the pedal and at the same time pulling the brake release. If the fluid level is good and the pedal is fully up, try disconnecting the switch on the parking brake assembly and see if that turns the light off.

On top of the headlight housing are two large knurled black plastic knobs.Unscrew them counter-clockwise.Now the whole headlight housing may be removed. Set it on the bumper and you'll have easy access to the marker light.
