I have a 1991 honda accord and the blower on it wont turn off, when i turn the knob down it will blow less air but it still doesnt turn off. in the end i had to remove the fuse for the heater to turn it off but i still want to fix this problem because i still want to use the blower.
(on a side note, i dont know if this will help but it has also stopped blowing hot air.)
If you turn the key off and it wont shut off the heater then there are some interesting things you need to check. The first would be the whole ignition switch. When you shut off the key, the power should stop to that accessory. If that is okay then you need to check the controls for the heater. The issue with no heat is one of a blend door being stuck and this could be the controls again.

Ur heater core probaly has a leak....to check just look at the passenger side floor carpet if its wet then your heater core is faulty....

if your not getting any air coming out of the vents then your problem is your blower motor. test the wire harness to see if its getting power,if it is then your blower motor is bad if its not getting power then check your relay.

If you have removed the blower motor, Connect it to a 12 volt power supply(your battery)with some jumper wires.It should turn fast, be careful when you connect it, have a good grip on it, it will jump just a little. If it dont run fast its junk. The other 2 things
1)The fan switch
2) The resistor that slows the fan at low speeds.

Difficult to describe, but I will give it a try.
Inside the driver's side fender, close to the front of the car, there is a bracket that is held in place by one bolt, but which has a short horizontal bar as part of it which has two large clips encircling two cylinderical devices which have wires clipped into them at the bottoms. The one closest to the front (radiator) is the compressor clutch relay. The other one is the condenser fan relay.
