The fan did not work when doing the 12 volt test. But we took out the fan and tested again, and now works. How do you know if the relays are bad? The high side of the relay lights the light test. But on the low side the one on the front clicks? So could you please help me figure out how to test the relays?
When you apply power and relay clicks,that means its good.Best way to test relay issue is swap the relay with another working relay of same type and see if problem goes.This relay issues are very frustrating,while testing it shows good but still it will not work sometimes and after replacing relay all gets good.Also relays are not costly to replace.You can try swapping the relays and see if it helps.

It's even odd that you were getting a step-type voltage when you first checked.
Many speed regulators are simple tapped resistors with the switch selecting which tap is connected to the motor.
More elegant controls would use a semiconductor (transistor) and a few other components to supply step-variable voltage to the motor.
To determine which is used on your car, you will at least need the electrical diagram for it, preferably an aftermarket service manual - Haynes or Chilton should be available at least in the US and Canada.
Those will contain not only the electrical info you now lack but possibly instructions that will aid in locating the controlling circuit.
I suspect that circuit is faulty; if the resistor type, it will be a device with mulitple taps, if solid state, a few parts on a small board.

I had the same problem with my 2000 Mercury Grand Marquis. I ended up replacing the blower and the resistor which is on the passenger center side of the firewall tucked in where it is hard to get to. Everything worked fine for about two years. It just went out again here about a month ago. I am going to try to replace the resistor again, but I am wondering if it doesnt have something to do with the climate control switch. I do not want to replace the same part every year or two, so if anyone has a idea of what could possibaly be the bigger problem, please let me know.

Couple of suggestions;
Phone around to some car repair places and see if they have an instrument to read/clear the codes from your '95 Villager. Some shops still have and use them.
Chances are you might need a new BPT hose. This is a very easy and inexpensive fix. My check engine light was on for about 75,000 km before I replaced the BPT hose and since then the check engine light has never come on again.
The Villager is still going strong at 375,000 km.

Hello maddaddy23...if the low pressure switch on your villager is not stuck open, check the compressor clutch coil it could be open (shorted or loose), Check the climatic control switch... and last but not least make sure compressor operation has not been interrupted by ECM...
