no cranks. (if it cant crank it cant start, unless like my M/T pushed or gravity started)

no, then the starter need to be hot wired and tested. for bad key line.

There are some trucks with a battery disconnect switch. It fails more often than starter. Wires rub through and short/ground out. Corroded ground connections are common. Have the old starter tested.

adjust what, type out what you did and expected and what didnt work.
1: I cant turn key ,its locked.
2: i turn key to Ignition1 pos. and get no CEL ,brake and charge light, Fuse blown
3: turn key to CRANK, and the engine starter is dead, no crank
4: the steering wheel is locked, or wont lock.
5: i cant extract the key or put it in.
According to my wiring diagram, you should only have one small wire which is purple. That wire goes on the R or S terminal. The I terminal was used for cars with point system ignition before electronic ignition. The purple wire should be hot when the key switch is in the start position.
Replace the starter, the solenoid cant engage the starter because it is locked up, hence the extreme voltage drop with the fan when you try to start it with the fan on.
Put the car in gear without the keys being in it, and push it forward until you feel the engine make a rotation, it wont be easy to push so put it in 3rd gear if its a manual? cant do this with an auto
alternatively
hit the starter motor with a hammer to see if it free's up.
