  your car has double squirrel cage fan.  Odds are it is not the fuse.  The brushes wear out in motor  and it does not make contact causing it not to work.  Try this.  Open hood on firewall behind intake(aluminum part where it says bmw) the fire wall has bolts in it. The fan access is behind there.  First i would try hitting that area a hammer to try to bounce the contacts of the blower motor.  Do this while the fan is in the on position.  If that does not work remove the screws and the fan is behind there.  There is a resistor and a motor behind there.  A giant clip holds it in.  You have to be inclined to change it

check the fuel pump relay. the power is sent to the pump form the relay

I had a similar problem on a 318IS.
The rough idling was accompanied by an occasional whistling noise from the general engine area (caused by air leaks through the front and rear crankshaft oil seals).

The problem was caused by a faulty crankcase ventilation valve (Costs about $100).
The vent valve is easy to replace - (2 screws) - check the vacuum hose that connects this valve back to the tappet cover air vent nipple - it goes soggy and disintegrates.- replace with suitable oil resistant vacuum hose.
While on the job, clean the throttle body / butterfly valve internally with a soft toothbrush dipped in petrol. This cleans off sooty deposits - makes engine idle rpm more consistant.

first you need to remove the horn button use a flat screwdriver to pop it out then get the right size socket and remove the large nut you see after the horn button is removed be careful this nut will be pretty tight easier to keep the sterring wheel locked when breaking this nut loose .after you get the nut removed insert the key into the ignition and turn the key to unlock the steering wheel you will not be able to pull the steering wheel off if it is locked now you have to be careful not to hit yourself as the wheel will suddenly just come loose sometimes it will take some muscle other time will come right out but you will have to try to rock it with both hands gripping it on 2 sides rocking it back and forth and should come out

This is what I could find. It doesn't have a steering whee radiol control fuse but has 2 fuses for the radio. It seems to be the same panel across the board for BMW's. 4x4's, diesels, gas, 6 and 8 cylinders, etc. Hope it helps.
