Sounds like you may have a bad ground on the motor .even a brand new motor wont work if it has a poor ground check your connections

if you have power to the motor and it still is not working then I would say that the motor itself is bad and at fault. replace it and all should be good.

Remove door panel to get at it. Motor may be good and regulator or other issues need attention. Open it up and check it out.

Check the ground to the actuator, if that is ok replace the actuator.
