The fuse box is at the far right sidw of the dash, in order to gain access you must first open the right door and and fuse box is on the end of the dash

the fuse for the cigarette lighter is located in the fuse box under the hood. It is a 20 Amp (yellow fuse) in position #32. You can check the lid of the fuse box under the hood for a diagram to show the positions.
Check your fuse box for a burnt out fuse. Lots of times newer cars that didn't come with a cigarette lighter wont support one. Every time I insert a cig lighter into my outlet, it blows the fuse. So be sure your car supports it. Could just be a fuse that needs to be replaced to fix your problem. Most newer GM cars have the fuse box hidden in the trunk somewhere.
More than likely, it is close to the back of the lighter though it may be in the fuse box. It might be a sign for you that it is time to quit.
Since you know where the fuse box is but cannot id which fuse protects this circuit, I suggest you remove the fuses one at a time until you discover which, if any, fuse if burnt. A pair of needle nose pliers will make this job easy for you.
