Are you talking about compression readings? If so, and you only have 30 psi, engine is in serious state of disrepair. The cylinder head will have to be taken off to fix the problem-sounds like a stuck valve, a non sealing valve, or a blown head gasket. There's no way to get to it without removing the head.
Apparently you had a compression test done? If you had done or would do a leak down test of that cylinder, it would pinpoint the source of the problem-whether an intake or exhaust valve, or a head gasket, or piston or ring damage. With a leak down test, wherever the air is escaping from the cylinder points to the source: if for instance, air leaks out the exhaust pipe, you know it is the exhaust valve not sealing in that cylinder. If air leaks out the intake-it's the intake valve.
Air hissing from the oil dipstick tube would mean compression is being lost past the piston rings-going into the crankcase.

SOURCE: cylinder one on monte carlo 2003

If the code is 301 it means there is no power from that cylinder. It could be a problem with the ignition, fuel injector, or something mechanical.

REPLACE THE KEY CYLINDER ON 2000 MONTE CARLO SS

the key needs to be placed in the run position, then I think there is a button or pin on the cylinder body that must be pushed in to pull the lock cylinder out.

Where can i get a owners maual for a 2000 ss monte carlo

The Government Motors website only provides downloads back to 2008. You might try the salvage yards - they can check the glove compartments of their cars for a manual - hopefully not yet water-damaged from having the windshields smashed.

My car is leaking oil, it is from the basepan. Is

By basepan, do you mean the oil pan? The 3800 engine in your monte has problems with the pan gasket leaking, or the pan itself rotting. You can do it yourself, but it requires either lifting the engine up about 6 inches, or dropping the cradle.

If you can do that, then yes, you can change it yourself, otherwise, you will need to take it to the shop. I've done 3 of them and it is a pain. Unless you're really into being a mechanic, take it somewhere.

Audio display says check cd

This may be a bit late to help, but I just had the same problem yesterday. Same car (2000 Monte Carlo SS), but mine is just the CD/radio stereo (no cassette). I was able to solve it by pulling the fuse for the radio (it's in the right-side panel) and letting it sit for a minute. After putting it back in, the CD player made the disc ejecting sound one time (no "check CD" message) and stayed off. And now it seems to be working fine. We'll see how long it lasts, though.

My 2000 monte carlo ss with a 3800 engine tends to start and stall about six times befor running, I pulled 3 codes 0108, 0404, and 1404 from the the computer .

I believe the codes are emmission related. I would have the fuel pump pressure checked. The fuel filter and fuel pressure regulator seems to be the failrue. The restarting of the engine several times is making the system build up enough pressure to start running . I would take to a shop to have the fuel pressure checked.
