No headlights and all interior dash board lights flash rapidly

Car: Buick Park Avenue. We have had this problem for several months. We shut off engine, wait about ten minutes and the problem goes away. We thought it was the sensor in the windshield, but when we took that out, we still had the problem. We have replaced the lamp control modual but still have this problem.

You like replace part's ? Reading in factory service repair information how the system's work , using a step by step diagnostic procedure ,testing the electrical circuit's with DVOM - digital volt ohm meter is how to find electrical problems . Not looking for magical fixes . Your best bet , take it to a automotive electrical specialist .

This is the diagram but you should have factory belt diagram sticker is still somewhere under the hood
If not:

To replace the serpentine belt on a V6 3800 you must jack up the motor and remove a motor mount. You must then use a breaker bar with a socket (13/64") and pull it toward the front of the car to release the belt tensioner. Put the new belt on, tighten it, put the mount back on, and lower the jack.
Driving without a belt can cause the motor to overheat, will cut power steering, and will not recharge the battery, so you should probably get a tow
Good Luck

SOURCE: Interior lights don't work on 1997 Buick Park Avenue

the fuse box you are looking for is under the dash on the passenger side, you will need to remove the plstic kick plate then look up and a little to the right, you might have to remove three screws located along the rear edge of the panel, when you have the cover off in the upper left hand corner of the fuse box you are looking for a fuse that is marked [ SBM ] this fuse is for you interior lights, there should be extra fuses, in the second row second from the bottom and the third row second rfom the top, you'll know their spares if they pull out really easy and have no metal connectors inside the slots you just pulled them out of.

Typically the fuse panel is flat against the door next to the driver side hinge. Some cars actually have the fuse panels in various places under the hood of the car.
