to be checked the fan control relay who command rotation speed fans and that depending on the temperature of the coolant. verified, also cylinder head gasket ( to be changed), only after deck flatness
You would first need to jumper the relay to make sure the fan can run, and then check the relay circuits for power and a ground signal from the computer. The computer grounds the relay when the fan is needed.
It can be faulty fan relay.The relay is not turning the system off.Or its wire short issue.Even with ignition off ,the fan relay is getting power so its not letting the fan to turn off.Bypass the fan control relay and see if still the fan works with ignition off or not.

Yes, there are 3 cooling fan relays. A signal is sent to the PCM from the temp sensor to kick them on. Probably a bad temerature sensor causing the fan not to kick on, but you can swap relays to see if it does first.
You have a relay there are 2 speeds low speed and high speed this is controled by a cooling fan module if you changed fan and it does not work then you will need to check the fan module, first the relay its in the engine fuse junction box High speed is marked on the relay C1056 and low marked C1058, here is what you can do go to the high spped relay open thhe cover and expose the relay with key on collapse the relay does the fan come on? if it doesnt replace the fan module if it does you will still have to replace the fan module here is the location is at the radiator on the front (may be under shroud)
Change the thermostat and bleed the ir from the cooling system,then ,if the cooling fans do not come on,check the relay module under the cooling fans on drivers side,they are bad to go out,but if there is air in the cooling system,the cooling fans will not come on.
Checking the wiring diagram shows that its built into the pcm. Have you checked and confirm there are no blown fuses? There is a 60amp fusible link feeding that side of the pcm. I doubt the pcm itself is at fault. How do you know its not the fan at fault?

on a bracket drivers side, right of left headlamp assembly, feed by fuse 24, 40 amp in the pdc, box, I'm assuming thats what your talking about, the coolant sensor signals the PCM ,when temp hits 212*F, tells the solid state relay to turn the fans on, check the ground for the fans, should be near the relay. if by chance you have no air lock in the cooling system, after the pump was replaced. Belt routing ok, was this done by experinced help. GOOD LUCK, RDJRP
Here are the cooling system diagnostic
steps...First does the cooling fan kick on (with engine hot)? If not,
check the fuse, if good then check the thermoswitch in the
radiator (it's about an inch and a half in diameter located on the
lower part of the radiator with two wires ) by disconnecting the
wires and touching them together (again, with engine hot...at least
190 degrees) if the fan comes on, you have a bad switch. If not
connect a 10 gauge jumper wire from the battery to the fan itself
(there are three terminals,,, one high, one low and ground). With
power direct from the battery (and a ground wire, if necessary) fan
should run... if not replace the fan assembly... if it does run then
you have a bad cooling fan relay. It will be located above the fuses on the fuse block... Hope this helps...;-)
