Subaru legacy has reconditiond engine but wont fire
I put the new engine in and it wont fire its giting feul and spark but stiil wont go so iv checkd the timeing and thats all good. im stump dnt no wot else 2 do

Call a auto locksmith or have it removed to a dealer i thnk this is a immobilisor problem her the ECU is not communicating with engine and its possible it may need re-programming as the bits are not talking to one and other to put it in a easy to understand way .
you may have bent some valves in the head or the belt has not been fitted correctly
Check engine compression and correct timing on engine

Valve Timing sounds off to me (belt driven to valves) You are assuming the timing marks on the heads AND your engine drive pulley are OK, right? Heads could be 180deg out which is easy to fix by taking off the belt at the heads and manually rotating the pulley once and retesting.
Pull a plugwire, shove a rope of twisted tinfoil into it and see if it sparks to block. If you get fire, then my very strong guess is that the spark and Gas/Air compression cycle aren't happening at the same time and the valves are 180deg out.
