If you still have the owners manual the fuse identification and location is in that book, Otherwise, you can get a manual for your vehicle at an auto parts store.
Here is a link to your owner's manual from Ford.
The fuse diagrams begin on page 146. There are 4 affecting wipers
Fuse 12 = Front & Rear washer and wiper
Fuse 16 = Wiper run relay
Relay #1 - Wiper run relay
Relay #3 Hi/Lo Wiper relay
if the third brake light works you will probably need a brake on off switch. the fuse panels on that truck are under the dash near the steering column and under the hood in the power distribution box. both of these panels are identified in the owners manuel.
The would be the most comun ploblem. Lock for the fuse box. When you find it there shoud be a diagam that tell you where the fuse is located, if not you can upll out the fuses one at a time untill yuo find the burn one. make sure to get the fuses in the same spot and all the way in.
The following link is the owners manusl for your Explorer, the fuse box diagrams start on page 149 for both fuse box and underhood power distribution center.
