Easily! The whole rubber surround can be replaced with a new one. The parts are cheap, but you might want to get a mechanic to do it anyway. It's not usually glued in or anything, just press-fitted.
Every car i've ever seen with a bad fuel smell and/or fuel leak up in that area has been a result of a cracked rubber seal.

I have a 95 Saab 900SE Conv't with a leak on the passenger side of the tank, at what looks like a cap? Its not the filler tube but a cap about 1.75" - 2" diameter. Is this fixable or do I have to replace the whole tank?? Thanks, David
