The airconditioner of my honda civic 98 model does not cool when the outside weather is hot,it instead blows hot air. It only cools when the outside weather is cool.

It's probably that the air tubes lines are already hot due to the hot weather(car parked outside in the sun) and it takes 2-5 for the AC to be blowing air at the correct temperature.
Solution: Turn the AC on but reduce the fan speed to bare minimum for the at least 2 min. After that, crank it up and you should be able to enjoy the cool refreshing air.
depends how you are starting the ac .Always on starting the ac when weather is hot the first step is to start car ac fully down all the windows in order the ac blow push out the hot air in the cabin out and this will also do whilst driving either. When you notice that the air in cabin gets cooler then you wind up your windows. Depends also have the correct gas in the ac system. and the ac temperature sensor works ok.
have you tried charging the ac system? most ac compressors have a pressure switch that will not allow the relay to engage the clutch if the coolant pressure is low. $15 can of r134a and maybe a $20 Haynes manual is well worth the price difference, eh?

the other has to do with the same relay box the windows have a relay in the engine compartment that function the windows
depending on heat and weather the relays can stay open or closed they just need to be replaced diagnostics wont show this cause vehicle is in shade in controled temp but when your car sits its in the sun or where the heat can effect it
