First of all, your door locks do not have as many tumblers in them as your ignition switch. A key cut for your ignition switch will make your door locks work, but a key cut to fit your door locks will not make your ignition switch work.
Besides, I have a much more economical and easier way to do it.Take your Vehicle Identification Number (VIN) and proof that you own the car (Registration papers will work for both) to your local VW dealer or certified locksmith, and they can get the key code from the manufacturer and cut you a new key.
First put your key in the trunk hole and turn it as if you were opening it. Make sure it did not re-lock by accident as this will prevent it from closing. If that don't work spray some WD-40 or other bolt buster on your trunk latch and take a small screwdriver and try to work it loose till it will move. One or the other should work. It's either latched already and you don't know it or it is not latching upon shutting.
This is a clue, not a solution. It happens with my 1998 Jetta GT the same way, same delay. The condition comes and goes intermittently, and seems related to the trunk lock. There's a switch operated by the trunk key lock. I think that's where the problem lies. I can go for days with no problem, but sometimes after I have opened the trunk, when I lock the car the alarm goes off a minute later. Nothing will change it except opening and closing the trunk, but not every time.

You could get the key from the inside.
Just pull out the rear upper passenger seat and you will have an access to the rear compartment.

#1 The latch isn't lining up with the lock. Look closly at the lock assembly as it comes down on the latch the insure that enverything is going where it fits. If not use a screwdriver to pry, or soft blows with a mallet to move the latch.
#2 The lock isn't open. Look inside the lock as you use the key to open the trunk. Now with the key turned as you would to open the trunk, make sure the latching mechanism of the lock is open to allow the latch to slide into place. Use a screw driver to open it if it is stuck. A little WD-40 will cure it is this is the problem.
·There is no motor per say, (a servo that pulls the cable, youd should hear it, every time other then unlocking with key, or pulling inside emergency latch) the cable that connects to the trunk latch mechanism. There is a servo that opens the trunk when you unlock with key fob, or driver side activation. In the trunk pulling on emergency handle, it is pure cable action. One of the most reported problems is that a trunk will not close. In this instance the usual cause is a broke spring in trunk latch. In your case I am guessing that the cable has become detached from locking mechanism. I have not had this problem, however if I did, my first attempt would involve removing the trunk lid linker, there are about 8 or so screws (with felt on them so they are not so noticeable), remove all screws, liner should almost fall off when all screws are removed. I then could inspect latch, manually unlock, then stand outside of care to fix problem: reattach cable, replace latch, replace cable, there may be some other alternatives depending on specific situation.
you need to remove the trim cover on the inside of the trunk lid. it sounds like the solenoid is jamming. the solenoid should flick out against a lever that will release the trunk lid and then return back again within a split second. if it stays out then it is jamming, and thus holding the truncks locking mechanism open.
the solenoid may also jam shut and therefor not release the lock. if you can see this happening then replace the solenoid.
It could just be out of adjustment. I recommend going to a dealership for the part. The VIN number should identify your car specs exactly to avoid getting the wrong part
most likely cause is latch cover plastic has broken and got lodged in the latch mechanism. now the fun part, fold down back seat , slide into trunk with a phillips screwdriver a flashlight and a large strait blade screwdriver, once in trunk remove trunk cover, then with strait blade unlatch the trunk. once lid is open remove latch and take out broken plastic to free up latch and reinstall then retest before closing trunk.
More than likely the spring inside the latch has come undone. To save some money you can remove the latch from the trunk, open the latch and reset the spring. To Remove the latch you will need to remove the carpeted cover on the trunk lid (there are about 10-15 phillips screws holding it on.) Once the cover is off disconnect the rod going to the latch by opening up the clip thats connected to the actuator. Disconnect the wire harness, Remove the 2 10mm Nuts holding the latch to the lid. Remove the black plastic cover on the latch and remove the electrical piece (the plastic cover wraps over the latch and is secured buy 2 plastic pressure snaps). Look down into the latch and you should see a small spring...on my Jetta the spring wasn't connected. take a small pointed object ( I used a light tester) and reattch the spring to the black hook. Mine had some broken plastic in it and After I removed that it worked fine. Once the spring is back into place reassemble the trunk and you should be good to go. No money spent, and it only takes about a half hour or 45 mins to do.
