The test light you need is the type with only one wire coming out of the handle and a light bulb near the test probe that's long with a sharp point on it and when you have it on the right wire coming out of the plug touch any meatal part under the dash like a meatal bracket and the light should come on if it dosent you have the wrong wire from the plug try ataching it to th e other hanging wire and recheck it , now proceed to the fuse box to find the fuse that goes to the cigarette lighter

SOURCE: My 2002 VW Jetta cigarette lighter will not work.

You need a dc current test light to see if it is getting current, or plug in a cell phone charger to see if you are getting current. Our it could be the the lighter insert, a burnt out element and not the socket.

VW T28 84 TDI Transporter cigarette lighter not working

There are at least two reasons why this could be happening. Firstly (and this has happened to me) there could be a foreign body dropped inside the lighter socket, preventing electrical contact. Have a look and remove. Secondly the fuse to the cigarette lighter may be blown. Beware! Fuses do not blow without a reason. If blown, it could be that a conducting foreign body may have been dropped into the socket. Remove the fuse cover and locate the appropriate fuse. DO NOT REPLACE WITH A HIGHER AMPERAGE FUSE. Should be no more than 20 amps. If the fuse blows again, try the lighter on another vehicle. ( A good friend??) If that blows the fuse too then the lighter is faulty with a low resistance. If not then the lighter circuit on the vehicle needs to be checked by an auto electrician. Good luck!
Cheers, Don.

This fuse is located in the dash fuse box. Upper fuse box, top row, 3rd from the left, a blue 15 amp fuse. On the recent models of the VW Transporter TDI Diesel for example, the Fuse is 3 from the right hand end. Same row, same box, same colour/rating.
