First off, check vacuum modulator tube connection.Next, check kick down cable (detant switch) Dirty fluid?) change it but DON'T flush it at this mileage or you will end up with torque converter shutter

I have the same thing happen to my '03 super duty F-350 6.0 and fixed it. Grab the entire console unit, lights and all and just pull straight down. Start with the side opposite the front windshield. It is a bit hard, but there are clips holding it. Pull the one plug off that is powering the console. On the back there is a large black plate with a black plug on it and a smaller black plate with a red plug on it. You will be working with the larger one. Pull off a white plug that is on the side of this larger black plate also remove the black plug on this one as well. Next unscrew the black plate and open it up by gently pulling on the clips. Be careful as there are a few resistors that might fall out. These are the problem. Once you open it up, you will see four resistors that all look the same. These come desoldered and cause this problem. Get a soldering iron and just hold it on one side of the resistor. If you look at it closely, you should see that one side of the resistor is no longer touching the circuit board. Do this to all the resistor sides that are not touching the circuit board. Hold the iron on this point for around 4 seconds or so. After removing the iron, check to see if the resistor stayed down. If it did, move on to the next one. DO NOT push on the resistor to see if it is good, just look to see if it is touching the board. Put it all back together and you are done. I did this to repair mine and it worked great.

Check the 2 horns first for having the wiring connected.
