Goes in drive and reverse but will not shift out of low gear
If the governer gear strips,it will stay in low.
Round cover at front of tailshaft,somtimes has a metal
clip like a master cyl. cover. Pop the cover and remove the governer
(will lose a small ammount of fluid,maybe 1/4 cup)
The plastic gear on the end may be damaged.

This is bizarre flaw that tends to pop up when a certain fuse goes out. The power steering on Cobalts is assisted by an electrical motor, rather than a fluid-based system.
However, when the power steering fuse blows, it causes a multitude of intermittent problems. I've got an '05 Cobalt, and I've seen this once before, and it just started happening again last night. The local Chevy dealer explained it, and it's apparently a well-known problem to them.
Check the fuse. If I recall, it's the only 60 amp. If it is bad, that's probably your problem, and you've not wasted time or money going to a dealer to have a 20-cent fuse replaced.

You have a 4L60E whick is controled by your ECM. It sounds like you need and new transmission, the sun gear in it has failed and is the weak point on this transmission.
When you get a new transmission have them to a corvette servo upgrade. The part is only $45.00 and the shop should know about the upgrade. It will make your truck shift a lot more firmer but last longer.
