Under the vehicle,in the rear below the luggage area. lift the carpet in the back and look for a lug-nut sized bolt that operates the cable 'winch' to lower or raise spare.

It should be right behind your rear bumper up under your van. The way it is removed is to take your tire iron extension bars that should have come with your vehicle and assemble them. then you should see a hole near your license plate tag or somewhere on your bumper to stick the rod in ( sometimes the hole has a lock that your ignition key should unlock) then you turn the crank handle and lower down your tire.

1).First you will need a jack, and a socket wrench.

2).Look under the trunk section at the bottom to first find the tire.

3).lift up the truck with the jack then get the spare tire underneath.

4).Use the socket wrench to unscrew the bolt's (turn left to loosen turn right to tighten).

5).Take out the bad tire and replace it with the spare.

6).Place the bolts back in place.

7).Lower the car back down .

8).Through the bad tire and your tools back in the trunk.

9).Your all done and can now leave.

(Note - Do not touch the engine or try to operate the car while doing this).

the owner manual will tell you as well as the info with the jack.
Basically, you use the jack handle to rotate the cable winder counterclockwise to unwind the cable. This will lower the spare to the ground.

Sometimes the cable & winder get corroded and it won't lower. May need to pull down on the spare while unwinding.

the 95 models did not have a vaccum modulator on them they were and electrronic transmission it is probably in the tranny itself.

The temporary spare is very narrow as will be the space available for storage. If you want an answer then I suggest you measure the storage compartment HEIGHT WIDTH AND LENGTH and come back and pose your question.
The first problem you will have is to get a wheel that will fit the car that is not too wide for the wheel storage area. If the available wheels are all too wide then you will will not be able to store a full size spare in the storage compartment. For that vehicle the available full size wheels in the correct bolt pattern will not be less than 6 or 6.5 inches wide.

Will 16 inch tires fit on a 97 ford windstar

If the stud pattern and off set is the same they will fit on. The problem is that regulation requires the ride height to be maintained which means that you will have to fit a lower profile tyre . For example if you use 15 " 205/95-r15 tyres then you may have to go to 205/65 r16 tyres . Talk with a tyre shop and discuss the legal requirements as far as insurance goes with a wheel size change

front end issues ..out of round tires , out of balance, drive shafts going bad, put up on a lift where the wheels dangle in mid air(like a tire shop) and check under the front end for anything loose or broken..

Where is the spare tire kept on the 1998 Ford windstar

If you open the rear liftgate on carpet just forward of moulding you will see a plastic dimple with a square around it. Lift up that flap and you will see a nut this is the same size as lug nuts on your wheels. Now look to your right and you will see a compartment (it has to lock clips at top) pull open clips and remove panel inside you will find lug wrench jack and jack handle. remove wrench and go back to that flap and using your lug wrench loosen the nut. At this time your spare tire will be suspended by a cable and will be heading towards the ground look under back of van and there is your spare.

How do you get the spare tire lowered?

on some vans like a caravan, windstar ect. there is a little cap located on the floorboard near the back of the vehicle. you have to pop the hatch to see it. lft the plastic cap to reveal a bolt. take the tire iron/lug wrench and turn this bolt. this lowers the cable that holds the spare under the vehicle. when the tire is low enough you can turn the piece of metal at the end of the cable sideways and feed it thru the center of the rim freeing it from the cable. I had the same issue with my ford windstar minivan. I felt stupid when I finally figured it out. I almost cut the cable!!! i'm sure anything that has the spare underneath the vehicle is simular.

Flat tire

Ford's spares are held in place with a cable that's loosened by inserting the jack handle into the cable crank. it's located below the door sill of the rear door. Look for a hole that the jack handle can be inserted and turn counterclockwise. The tire should lower down for you.
